Project Objectives

The TENSOR main objectives are to

SUPPORT the forensic investigation through the provision of innovative biometric intelligence and insights

TENSOR will design, develop and integrate a coherent and holistic framework based on state-of-the-art technologies such as Blockchain and Smart Contract, Artificial Intelligence, Biometric Template Protection, Data Analytics, Physiological and Behavioural Biometrics. 

EXPLOIT further the potential of behavioural and physiological biometrics via emerging, privacy preserving and legally compliant technologies enabling the derivation of concrete and robust contextual evidence.

TENSOR targets the development and incorporation of several biometric modules allowing the derivation of additional (more or less distinctive) information and forensic evidence about criminals or terrorists that are acceptable in court. Various physiological biometrics are extracted and analysed such as (a) face and person biometrics from CCTV stream video, (b) voice biometrics and relative information about the context of the criminal (mental state, mood, personality traits, conversational information) and (c) fingerprint biometrics including fingerprint latent, finger marks retrieved from the crime scene through off-the-shelf smartphone.

FACILITATE the secure cross-border exchange of biometric data through accountable and sovereign blockchain mechanism, while ensuring interoperability with different legacy systems

TENSOR introduces a holistic solution that will facilitate security practitioners to easily, securely and seamlessly store and share biometric information and derived intelligence in a harmonised, interoperable and standardised way. The solution will provide automation in the process of biometric information extraction, identification, identity verification, intelligence, investigation and evaluation. Through the Blockchain technology, security practitioners will be able to exchange biometric information and intelligence seamlessly, even in a cross-border scenario across Europe, with security, integrity, accountability and traceability.

DEMONSTRATE and validate the effectiveness and accuracy of the proposed solutions in three complementary use cases in real settings with the active engagement of several LEAs and Forensic institutes accomplishing at the end of the project a TRL 7 for the entire platform.
TENSOR’s developments will be extensively evaluated in real-life settings, in three (3) different European countries, considering different operational procedures and diverse environments. Three pilot studies, of 11-month duration each will take place in Czech Republic, Finland and Portugal with the participation of a wide range of stakeholders and citizens. The targeted use cases have been carefully selected to demonstrate the innovation potential of TENSOR solutions and their applicability in different operational environments and procedures across Police Authorities and Forensic Institutes.
ENSURE wide communication of the produced results and the efficient exploitation and business planning of the TENSOR concepts, processes and solutions facilitating their rapid uptake by relevant Police Authorities and Forensic Institutes.
TENSOR will develop a detailed dissemination, exploitation and business sustainability plan to utilise the results both during and after the project’s completion. It will also facilitate the smooth and fast adoption of the project’s outcomes by targeted stakeholders throughout the biometric data management chain. TENSOR’s impact and adoption will be accelerated by establishing a large community of stakeholders around the project, even at its early stages, and share/transfer knowledge on technology and policy levels regarding the use of modern biometric technologies with other EU and global initiatives.
